What this doesn't mean

R-410A itself is not banned, illegal to possess, or illegal to use. Servicing, recharging, and repairing existing R-410A systems remains fully legal and will stay that way for the foreseeable future. Supply houses still stock it, licensed technicians can still buy and use it, and an AC system running on R-410A today doesn't need anything done to it because of this rule.
